Building and Other Construction workers welfare Cess Act, 1996 is enacted by the Parliament of India and is effective from 3rd of November 1995 with a view to augmenting the resources of the Building and Other Construction Workers' Welfare Boards. In Uttar Pradesh the Board has been constituted under the chairmanship of Principal Secretary, Labour, UP Govt. The Office of the Board is situated in Labour Commissioner's Office in Kanpur.
